A Call for Accountability in Limpopo

Dear Colleagues and Allies,


On October 24, 2024, the State Capture and Beyond Campaign (SCAB) held its 7th campaign launch in Polokwane, Limpopo, under the banner of, "Empowering Limpopo: Strengthening Provincial Accountability for National Impact." This event united community leaders, activists, civil society organisations, and public officials for a dynamic dialogue focused on transparency and accountability in Limpopo’s governance systems. The gathering emphasised critical governance issues impacting Limpopo communities, especially water shortages, mining accountability, and municipal financial mismanagement. The day’s discussions underscored the power of collaboration in tackling these challenges, highlighting that civil society engagement is key to creating lasting solutions.


Key Highlights from the Event:


A Strong Call for Whistleblower Protection

Community leaders raised the need for protecting whistleblowers, acknowledging their critical role in exposing corruption within public institutions. By supporting whistleblowers, communities can take an active stance in holding officials accountable and ensuring transparency.


Water Crisis as a Central Priority

With water scarcity affecting countless Limpopo communities, attendees stressed the urgency of addressing Limpopo’s water crisis through enhanced resource management, infrastructure improvements, and transparent allocation practices. Attendees urged SCAB to prioritize water governance in its future plans, given the widespread impact on daily life and public health.


Unified Civil Society Efforts

A key takeaway was the need for greater unity among civil society organisations (CSOs). Attendees emphasised that addressing systemic corruption and governance failures requires coordinated, collective action. This focus on unified efforts aims to strengthen accountability and make meaningful strides toward sustainable development.

   


Panel Perspectives: Keynote Insights 


Rashaad Yusuf Dadoo (Legal Resources Centre) 

Dadoo shared insights on the importance of legal frameworks to address municipal-level corruption, highlighting the role of the SCAB Campaign in empowering local communities to demand accountability. He emphasised the potential of SCAB to provide lasting support for stakeholders as they work to improve transparency and governance across Limpopo. 


Francina Nkosi (Waterberg Women Advocacy Organisation) 

Nkosi spoke passionately on the need for community-led water governance. As a leader addressing the water crisis on the ground, she underscored the value of sustainable and accountable resource management. Nkosi’s call to action resonated with attendees, inspiring local leaders to take a proactive approach to addressing Limpopo’s urgent water issues. 


Rehad Desai (Human Rights Media Trust) 

Desai, drawing from his work on the Marikana Massacre, emphasised the profound impact of accountability on human rights. He guided the discussion towards identifying the specific needs of civil society in Limpopo, especially around the water crisis, encouraging attendees to collaborate on practical solutions that address local concerns directly.





Outcomes and Future Actions: Setting the Stage for Change

The event concluded with a series of concrete commitments designed to drive change and lay the foundation for ongoing accountability efforts in Limpopo:

  • Forming a Regional Water Coalition: This coalition will address Limpopo’s water challenges in targeted areas, including Mopani, Waterberg, and Sekhukhune municipalities.
  • Enhancing Financial Oversight: SCAB will investigate Municipal Infrastructure Grants (MIG) to ensure accountability in public project spending. By scrutinizing the allocation and use of these funds, SCAB aims to prevent misuse and promote transparency.
  • Drafting a Consensus Document and Action Plan: Ahead of SCAB’s return to Limpopo in early 2025, a consensus document will be developed, detailing the region’s priority issues of water, land, and governance. This document will serve as a guiding action plan for stakeholders.

In his closing remarks, Rehad Desai spoke to the SCAB Campaign’s enduring commitment to fostering transparency and collaboration across Limpopo.
